Group Committee

The Group Committee is responsible for providing service and support to the Section Scouters and ensuring program quality on behalf of Scouts Canada. Through the Group Commissioner, the Group Committee provides administration, financial reporting, Scouter development and program quality assurance.

Where do Registration Fees go?

Approximately 10% of the Registration fee goes to the 3rd Ottawa to cover basic costs.  The rest of the registration fee goes to:

  • Operational costs of Scouts Canada
  • Service support for 20 Councils across Canada
  • World Organization of Scouting fee
  • Volunteer servicing
  • Risk management including insurance

Scouting offers significant value to you as a parent; for the lowest cost of any outdoor program, we help create leadership skills, community engagement, and all the benefits of our Scouting Program for youth.

Parent engagement and involvement

We encourage parents to visit our sections for any of our meetings or events.  As our organization believes that ‘safety never stops’, we require parents to have a clean Police Record Check with Vulnerable Sector Screening from the Ottawa Police prior to attending any overnight events; they would also need to sign our Code of Conduct and complete a short youth safety course.

Parents do not have to volunteer to work with youth in order to volunteer with the 3rd Ottawa – we have many roles that do not require significant interaction with youth.  A Section administrator (someone who sends out emails, makes phone calls…) is a common position, as is Quartermaster (looking after the inventory and maintenance of our camping and adventure gear), and several other positions.  If you would like to volunteer in a non-youth facing role, feel free to contact our Group Commissioner.

Our History

The 3rd Ottawa is the oldest continuously operating Scouting group in Ottawa, beginning shortly after Scouting was founded in the UK in 1907.  We are an active, outdoors-oriented, community supported and supporting group with Beavers, Cubs, Scouts and Venturers (youth from 5 to 17), part of Scouts Canada, the country’s leading co-ed youth organization.  We are part of the World Organization of Scouting Movement, which has over 40 Million members in 167 National Scout Organizations around the world.

The 3rd Ottawa was first formed shortly after the start of the Scouting movement, located in downtown Ottawa in the YMCA in 1911, moving to several meeting locations near Metcalfe and Argyle Streets before landing at the former Glebe Presbyterian in the 1920s.  After the 1925 creation of the United Church, the 3rd ended up at Westboro United Church on Churchill Ave in 1932, where it spent many years until 2009 when the church was purchased by Bluesfest, whereupon the 3rd Ottawa returned to our longest running sponsor and our current home in 2010 with Westminster Presbyterian on Roosevelt Ave. in Ottawa.

At the 3rd Ottawa we strive to provide an open, safe environment for youth to experience adventure and learn skills to help them be a contributing member of their community and live by core values like honesty, integrity and respect for others and the world around us.  We have over 100 youth in our programs and welcome new youth, volunteers and administrators to our team.

Group Committee

The Group Committee administers a Scouting Group, which includes finances, program, administration and Scouter (leader) development as well as ensures youth program quality.
